AHCCCS Updates Agency Structure to Meet the Changing Health Care Landscape
Phoenix, AZ—The Arizona Health Care Cost Containment System (AHCCCS) announces the implementation of a newly reorganized leadership team structure, effective March 1, 2025. This restructuring is part of AHCCCS Director Carmen Heredia’s ongoing efforts to combat fraud, waste, and abuse, improve efficiencies, and evolve the agency to better serve its members.
“Today’s health care landscape is evolving rapidly. We’ve realigned our agency’s structure to provide greater flexibility and responsiveness in this dynamic environment,” said Director Heredia. “Being adaptable and agile will be essential to maintaining a positive work environment for our team, where we can continue to meet the needs of the more than 2 million Arizonans we serve.”
The newly updated organizational structure is designed to address current health care demands and anticipate future needs. Key focus areas include:
- Strengthening Financial Oversight: AHCCCS is continuing to enhance budgetary oversight and financial management of the Division of Fee-for-Service Management (DFSM) with the appointment of a new Deputy Assistant Director and a special project lead to ensure improved financial stewardship.
- Enhancing Managed Care Partnerships: To streamline coordination across operations and services, AHCCCS is consolidating all managed care oversight under the Division of Managed Care (DMC). This structure will enable more effective collaboration with managed care organizations (MCOs).
- Focusing on the Arizona Long-Term Care System (ALTCS): AHCCCS is placing greater emphasis on its long-term care programs for both developmentally disabled (DD) members and elderly physically disabled (EPD) members. A new Deputy Assistant Director has been appointed to focus on how to effectively and efficiently meet this population’s needs.
- Leveraging Physician Leadership for Quality Improvement: AHCCCS will transition Quality Management and Quality Improvement teams under its exceptional physician leadership to oversee across the agency’s health care operations, helping ensure high standards of care.
- Building Analytical and Legal Expertise: In anticipation of potential significant changes in the health care environment, AHCCCS has appointed a new Senior Executive Consultant for Analytics and a new Deputy General Counsel to enhance the agency’s ability to make informed, data-driven policy and program decisions.
These structural changes build upon the groundwork laid last year, reinforcing AHCCCS’ commitment to community engagement, program integrity, and compliance. The agency’s leadership fully supports Governor Hobbs’ vision for an efficient and effective government and believes these updates will result in greater efficiency, increased oversight, and improved health outcomes for the populations AHCCCS serves.
