Doula Providers

Doula

In 2021, the Arizona Legislature passed, and the Governor signed, Senate Bill 1811, which established the Voluntary Licensing Program for Doulas in Arizona. The Arizona Department of Health Services (ADHS) was charged with establishing a voluntary licensing program that outlined requirements as well as standards for Doulas.

AHCCCS submitted a State Plan Amendment (SPA), seeking approval from the Centers for Medicare and Medicaid Services (CMS) for the state to provide Medicaid reimbursement of Doula services.

AHCCCS is in the process of implementing Medicaid reimbursement for Doula Providers.

How to Become a Certified Doula

In order to obtain Medicaid reimbursement, Doulas must be certified by ADHS and may only deliver covered services within their scope of practice.

Doulas may only submit claims using the allowed codes for the covered services provided.

Information on Doula certification is posted on the Arizona Department of Health Services Doula web page.
