Doula Providers
In 2021, the Arizona Legislature passed, and the Governor signed, Senate Bill 1811, which established the Voluntary Licensing Program for Doulas in Arizona. The Arizona Department of Health Services (ADHS) was charged with establishing a voluntary licensing program that outlined requirements as well as standards for Doulas.
AHCCCS submitted a State Plan Amendment (SPA), seeking approval from the Centers for Medicare and Medicaid Services (CMS) for the state to provide Medicaid reimbursement of Doula services. This SPA was approved and AHCCCS coverage of doula services became effective on October 1st, 2024.
How to Become a Certified Doula
In order to obtain Medicaid reimbursement, Doulas must first be certified by ADHS and may only deliver covered services within their scope of practice.
Doulas may only submit claims using the allowed codes for the covered services provided.
