Advancing the Intersection of Affordable Housing and Health Care: Grand Opening of The Reserve at Thunderbird (Second Phase)

PHOENIX – AHCCCS, HUD Region IX Regional Administrator, Representatives from the Arizona Department of Housing, City of Phoenix, Department of Economic Security, Atlantic Development and Investments, Inc., and other community partners gathered on December 12, 2024, to celebrate the grand opening of the second phase of The Reserve at Thunderbird, located at 13404 N. 30th Ave., Phoenix, AZ 85029.

The Reserve at Thunderbird Phase II is a mixed-income integrated permanent supportive housing development that features 134 apartment units for families, including 6 units for families through HUD’s 811 program. Additionally, a total of 40 units were set aside for the next 20 years to house AHCCCS members with specified behavioral health diagnoses.

The development team is partnering with multiple community organizations to provide supportive services including on-site case management, health navigation, and nutrition programs to support residents as they achieve housing stability and follow viable, upwardly mobile career and life paths, including Community Bridges, Inc., St. Mary’s Food Bank, and the Greater Phoenix Urban League, Inc.

The Reserve at Thunderbird represents a financial investment of over $44 million in an area of Phoenix that is primed for revitalization. It is estimated that the local economic benefits of the project include: $9.8 million in local income, and 170 jobs. Sources of funding for the project include State Housing Trust Funds and tax credit equity generated by an allocation of Low-Income Housing Tax Credits from the Arizona Department of Housing; $1 million in HOME funds from the City of Phoenix, $1 million in AHCCCS Housing Trust Funds (a total of $2 million for phase I and II), and GAP financing provided by the developer.

The property has been built to LEED Gold standards and includes a solar panel system that offsets almost 100% of the electrical load for the common areas of the property. It features an installation of large-scale trauma-informed design murals and amenities for families that include splashpads and an outdoor exercise area.
