Annual Opioid Data Report
AHCCCS produces an annual report overview of the diagnosis and treatment of opioid use disorder among Arizona’s Medicaid population.
This opioid data report includes, demographics of opioid use disorder among AHCCCS members, utilization of Medication Assisted Treatment (MAT), Naloxone prescriptions, Naltrexone utilization, emergency department (ED) visits for opioid poisoning, and infants with neonatal abstinence syndrome (NAS) diagnoses.

Substance Use Treatment Programs - 1/2022
In January of each year, AHCCCS submits the Substance Use Treatment Programs Annual Report for the previous fiscal year. In this report you will find statewide, and GSA-level, data charts that illustrate the following points:
- The name and location of each program.
- The amount and sources of funding for each program.
- The number of clients who received services during the preceding fiscal year.
- A description of the demographic characteristics of the client population served by each program, including age groups, gender and ethnicity.
- A description of client problems addressed by the programs, including the types of substances abused.
- A summary of the numbers and types of services available and provided during the preceding fiscal year.
- An evaluation of the results achieved by the programs.
AHCCCS receives updated information on substance use treatment programs and the services they provided within the report period from AHCCCS Complete Care (ACC) Plans, including those with Regional Behavioral Health Agreements (ACC-RBHAs), and Tribal RBHAs (TRBHAs). Updated information includes but is not limited to provider name and basic information (address, phone number, etc.), levels of care offered (detoxification, residential, outpatient, Medication-Assisted Treatment (MAT), etc.), and funding sources received.

Opioid Treatment Program Reporting
A.R.S. § 36-2907.14 requires all currently established Opioid Treatment Program providers (OTP) receiving Medicaid funding to submit an annual report to the Arizona Health Care Cost Containment System (AHCCCS). Additionally, those providers interested in establishing new OTPs are required to submit reports for review to receive AHCCCS funding. This statute requires that OTP providers supply the following:
- A security plan,
- A neighborhood engagement plan,
- A comprehensive patient care plan,
- A community relations and education plan, evidence of inclusion in the AHCCCS Opioid Treatment Locator, and
- A diversion control plan.
This report provides an overview of the program standards for OTP access points in Arizona, a list of the 24/7 OTP providers with their locations and contact information, and an overview of the OTP annual report findings.
